A pure sequence is three or more consecutive cards of the same suit, formed without using a Joker or wild card. For example: 5♠ 6♠ 7♠ or Q♥ K♥ A♥. Every valid declaration on phlbest must contain at least one pure sequence – it's the single most important rule in Pool Rummy. Without it, your hand is invalid and you receive full penalty points.

An impure sequence is three or more consecutive cards of the same suit where one or more cards are replaced by a Joker. For example: 7♣ Joker 9♣ counts as an impure sequence. You can use impure sequences to complete your hand, but they cannot substitute for the mandatory pure sequence requirement.

A set is a group of three or four cards of the same rank but different suits. For example: 8♠ 8♥ 8♦ is a valid set. You cannot use two cards of the same suit in a set. Jokers can be used to complete a set. Sets are optional – your hand only requires sequences to be valid – but they help you reduce penalty points quickly.

There are two types of Jokers in phlbest Pool Rummy: the printed Joker (the physical wild card in the deck) and the wild card Joker (a randomly selected card at the start of each game). Both can substitute for any card to complete an impure sequence or set. However, a Joker itself carries zero penalty points if left unmatched in your hand at the end of a round.

Unmatched cards in your hand at the end of a round carry penalty points equal to their face value. Number cards (2–10) are worth their face value. Face cards (J, Q, K) and Aces are worth 10 points each. Jokers carry zero points. If you drop out at the start of a round (first drop), you receive 20 penalty points. A middle drop costs 40 points. An invalid declaration costs 80 points.
